A substitute teacher sexually abused young girls at Spring Mills Elementary. Parents came to the school board again and again. Tom Wiseman and Denise Pistana ran that board.
Warning
Children ahead
In May 2025 a jury convicted former Spring Mills substitute Timothy Daugherty of six counts of criminal sexual conduct. His victims were girls 9 to 11 years old. He got 10 to 15 years in prison.
The federal lawsuit names Huron Valley Schools and its superintendent. It alleges staff failed to report warning signs and let him keep teaching.
From May 2024 to September 2025, parents came back to the board at least ten times asking for answers and accountability.

Daugherty is charged with sexual misconduct involving an 11-year-old girl. The charge is dropped, and he keeps working as a substitute, according to the families’ lawsuit.
The families’ attorney says girls were abused starting in 2019, with more cases in 2020, 2021, 2023 and 2024.
Police get the first report. Daugherty is pulled from the classroom.
Board President Wiseman says the board has been following all policies and procedures.
The superintendent tells the board a report from the district’s lawyers confirms HVS “adhered to the applicable laws and timelines.” The report has not been made public.
Guilty on all six counts.
Eleven families sue the district and its superintendent in federal court.
The jury trial is scheduled to begin.
If Wiseman and Pistana win new terms, they will be on the board when this case goes to a jury, defending the record they built.
At every turn, they kind of dismissed us and made us seem like it wasn’t important.”
We were mocked, we were harassed, we were victims.”
We do not feel like we got any support from the Huron Valley School District.”
Huron Valley families deserve a school board that acts when parents raise the alarm about their children’s safety. On November 3, vote for Kyle Lloyd, who will fight for our families and finally protect our kids.
Claims in the families’ lawsuit are allegations and have not been decided by a court. Victims are not identified on this site.
